Why ECMs need disciplined review

Energy conservation measures can range from simple lighting control changes to complex HVAC retrofits, building automation adjustments, envelope improvements, water conservation measures, heat recovery, and operational scheduling changes. Some measures are equipment-heavy. Others are controls-heavy. Many affect maintenance, comfort, commissioning, or occupant operations.

Private and local projects may follow different rules, but the approval logic is useful: define the measure, evaluate cost and performance, and verify outcomes.

Start with the baseline

A baseline is the reference condition used to compare future performance. It may include utility data, operating schedules, equipment condition, controls sequences, weather assumptions, occupancy, production levels, or maintenance history. A weak baseline makes savings hard to interpret.

For example, if a building had unusually low occupancy during the baseline period, a later energy increase may not mean the ECM failed. If the schedule changes after approval, the savings model may need adjustment. Baseline notes should describe conditions clearly enough that future reviewers can understand the comparison.

Define the measure in operational terms

A good ECM description should explain what will change in the building, not only what will be purchased. For a lighting project, that may mean fixture type, controls zones, schedule, sensor locations, emergency lighting implications, and maintenance parts. For HVAC controls, it may mean sequences, setpoints, overrides, trend points, alarms, and commissioning tests.

Be careful with savings language

Better language is conditional: the measure is expected to reduce energy use under stated assumptions, or the analysis indicates potential savings based on the available baseline. That language is more accurate and easier to defend.

The approval package should state what will be measured. Whole-building utility bills, submetered data, equipment runtime, temperature trends, flow readings, or spot measurements may all be relevant. The method should match the size and risk of the measure.

Write approval conditions clearly

Approval should state what is approved, what is excluded, and what must be resolved before procurement, installation, commissioning, or final acceptance. Conditions might include owner review of controls sequences, verification of utility incentives, confirmation of access requirements, or completion of a maintenance training plan. Clear conditions keep the team from treating a concept approval as permission to make every downstream decision without review. The conditions should name responsible parties, target dates, and review checkpoints before procurement or field work begins on site.

Include maintenance before approval

An ECM that saves energy but becomes difficult to maintain can lose support quickly. Ask what parts will change, who will maintain them, what training is needed, what spare parts should be stocked, and how alarms or controls will be handled. If sensors or measuring devices are used to verify performance, connect the plan to calibration practices for measuring tools and testing equipment.

Maintenance staff should review the proposed sequences and access requirements before approval. Their input can reveal issues that design or finance teams miss, such as filter access, sensor location, override behavior, or service clearances.

Coordinate approval with payment and closeout

ECMs can affect closeout because commissioning, training, and performance verification may continue after installation. The project team should decide which items are required for substantial completion, which are final completion deliverables, and which are post-occupancy or warranty-period obligations. Avoid these ECM approval mistakes

The first mistake is approving a measure based only on a product cut sheet. The second is accepting savings assumptions without understanding baseline conditions. The third is ignoring occupant behavior or operating schedules. A fourth is leaving measurement and verification until after installation, when the needed baseline points may no longer exist.

Approval should not stop innovation. It should protect the owner, contractor, and maintenance team from unclear expectations.
